Pg. 14: Social agenda is the "first premise" of "economic and fiscal policy"

At tonight’s debate, Bob said that he would focus on the economy.  But in his blueprint, he argues that his social agenda is inextricably linked to the economy.  On page 14, he wrote

government at all levels must "support family parenting as the first premise of its social, economic, and fiscal policy."
